Social change initiatives must understand, work with and respond to the intricate and ever-changing relationships and dynamics of power that exist, as they are of paramount importance to Pacific peoples and can determine the effectiveness of social change initiatives.
Rather than viewing a development project as though it was a train confined to a single track in order to reach its destination, we view it more like a sail-boat undertaking an ocean journey, with many possible routes across the ocean to another island.
