This guidebook is designed to assist those working to bring about social change by providing tools and processes that prioritise the complex interpersonal relationships that exist between Pacific Islanders, and which permeate Pacific institutions of all kinds, at all levels.

Social change initiatives must understand, work with and respond to the intricate and ever-changing relationships and dynamics of power that exist, as they are of paramount importance to Pacific peoples and can determine the effectiveness of social change initiatives.

Rather than viewing a development project as though it was a train confined to a single track in order to reach its destination, we view it more like a sail-boat undertaking an ocean journey, with many possible routes across the ocean to another island. We hope this guide will help you navigate the shoals and currents on this journey.
