The resilience and adaptation portfolio forms a pivotal part of our Vanuatu Programming: being the cornerstone of humanitarian response in times of disaster or tension as well as leading programs that are designed to reduce community exposure to natural disasters, climate change and security risks.
The Role
The role will be responsible for the overall progress reporting in line with Oxfam and DFAT’s quality standards, contractual requirements. Working closely with the country Monitoring and Evaluation officer, the role will ensure there is a consistent collection and monitoring systems for all required data. Im The role will also be the focal point for Oxfam’s DR project working closely with other Australian INGOs to ensure there is effective collaboration in-country to achieve common goals.
The Position will will also play an important role in supporting the Climate Justice and Humanitarian Pillar leads in strengthening and developing local partner capacity and community preparedness to slow and rapid onset Disasters in Vanuatu. Further, the Position should also be aware of other funding opportunities related to the DR scope of work and communicate this to Pillar Leads.
Key Responsibilities
- This Project Officer will be responsible for the delivery of Oxfam’s AHP project in line with agreed workplans, timelines and budgets in Vanuatu
- Act as Budget holder for the DR country program and undertake spending in line with Agreed Workplans, Budgets and in accordance with the OIP Financial Delegation Policy
- Supervise and effectively lead DR2.0 country staff including setting, communicating and reviewing project outputs, targets and providing input to annual staff performance reviews
- Work with local implementing partners on planning, monitoring, budget management, reporting and successful implementation of project activities in targeted communities
- Ensure regular monitoring of the project implementation, data collection, reporting and provide regular feedback to partners and communities to improve program quality and impact.
- Ensure greater social inclusion (GESI approaches) in all preparedness and response work led by Provincial disaster offices, communities and partners
- Prepare six-monthly and annual progress report drafts for the project in line with Oxfam and DFAT quality standards, timelines and requirements.
- Work closely with the AHP Finance Officer to ensure regular monitoring and preparation of financial acquittal reports
- Ensure that all project acivity reports, partner working agreements, key country meetings and records are uploaded onto Oxfam’s e-filing management systems (eg BOX systems) on a regular basis.
- In an event of a disaster, the person will play an active role in supporting Oxfam Humanitarian Coordinator and Resilience team for the overall organisation specific and support Multi-agency response coordination in Vanuatu.
Policy
- To ensure that all project reporting meets Oxfam and donor policy and contractual requirements and that these are prepared on a timely basis.
- Ensuring budget spend decisions comply OIP financial delegation policies.
- Ensure that DR2.0 program risk matrices are in place, reviewed and reported as part of Six Monthly and annual reporting working closely with the AHP Grants Coordinator.
- Ensure there is a transparent program complaints mechanism working in close collaboration with the Country Coordinator
- Ensure that good practices of financial and fraud management systems are embedded within preparedness and response program practice and that they comply with Oxfam and donor requirements.
- Ensure partner organisation in receipt of grants or sub-grants within this portfolio are supported to develop budgets, maintain accurate financial and administrative records and acquit funds appropriately.
- Ensure implementation and compliance with Oxfam’s policies and procedures in the implementation of this project including but not limited to health, safety and security, child safety, child protection and sexual harassment.

- The position has responsibility for the matrix supervision and performance management of project staff land at times may be required to recruit, train and supervise volunteers

- Knowledge & Experience
- Ideally the candidate will possess a Tertiary qualification in Humanitarian And Disaster Risk Reduction, Climate Change Adaptation or International development ; from a recognised institution in a relevant area (DRR & CCA, gender, development.) Applicants without formal qualifications may be considered if all other criteria are met.
- 3 or more years of project management experience preferably in the Disaster Humanitarian, climate change or . International development. Ideally, the candidate would have previous experience managing teams although this is not essential. Knowledge and experience in developing Narrative and Financial reports for donors. .
- Experience working with local communities and partners including managing associated risks
- High level written and spoken English 9s required

- Travel
- Occasional inter islands travel is a requirement of the position. It is a condition of employment that staff abide by all agency security and safety protocols, policies and procedures and the Oxfam Security Protocol.
