SENIOR FINANCIAL PLANNING & ANALYSIS (FPA) OFFICER – PAPUA NEW GUINEA

The Role

Support and delivers the Financial Planning and Analysis (FPA) team objectives to improve the FPA function for the organisation and ensure a high standard of service delivery. The Senior Financial Planning and Analysis Officer is a critical support for the Regional Management Accountant, to ensure they are able to deliver services at a strategic level across the organisation.

This role is accountable to and reports to the Regional Management Accountant.

Key Responsibilities and Accountabilities

  • Support the FPA team in delivering the financial information needs of stakeholders including Regional Director, the Executive Leadership Team (ELT and ELT+), Oxfam International, Executing and Partner Affiliates, CSO Partner organisations, Program/Project Managers. This includes support for processes such as business case development, contract, and funding proposal reviews, CSO Partner financial capacity review, acquittal preparation and reviews, cost recovery and data analytics.
  • Support the strengthening of finance structures and service provisions across the regional platform.
  • Support the delivery of the budget and forecast process both at organisational level including functional and countries budgets as well as at the project level.
  • Support the delivery of an effective and efficient monthly financial and variance reporting process for all stakeholders. Hold monthly meetings with country stakeholders to disseminate financial report information.
  • Contribute to the agency’s effective financial management and controls through the development and implementation of sound risk management and governance practices.
  • Support the delivery of all project audits requested by Donors.
  • Lead the preparation and review of financial reports/acquittals of projects which include submissions from Partners ensuring findings and recommendations are actioned.
  • Contribute to financial policy and procedure including the ongoing review of finance manuals.
  • Plan for and deliver financial awareness and capacity training of non-finance staff in countries including for Partners.
  • Other related duties as delegated.

You Will Have

Key Skills, Experience & Knowledge

Essential

  • Bachelor’s degree or higher in accounting with membership of professional accounting body.
  • At least 5 years’ experience in a similar role in a complex industry.
  • High level experience in organisational and projects financial planning & analysis, and stakeholder management, preferably gained in an international development context. This includes financial reporting, data analytics, budgeting/forecasting, providing financial advice to Management.
  • Experience developing and implementing policies, procedures, and systems.
  • Experience leading, managing, and supporting staff including building staff capacity through mentoring and training
  • Significant exposure to ERP Financials with a working knowledge of mid-tier accounting systems and business intelligence tools.
  • High levels of computer literacy with advanced proficiency in MS Excel and pivot tables.
  • Appropriate qualification in accounting or a related discipline preferably supported by membership of a relevant accounting body.

  • A track record of completing complex finance and business analysis with the ability to influence staff at all levels.
  • Ability to independently develop and manage the delivery of financial management reports and information that are accurate, timely and professionally presented.
  • Ability to explain complex finance issues to non-finance people.
  • Excellent presentation skills and the ability to facilitate training and deliver information clearly and effectively.
