Context

Job Purpose

Disaster READY (DR) is a component of the Australian Humanitarian Partnerships (AHP) Program funded by the Australian Government and implemented by Australian NGOs and their local consortia partners. A first phase of the DR program started in 2017 and ended in June 2022. A DR Phase 2 that builds on the results and learnings of Phase 1 commenced on 1 July 2022 and will run for 5 years to June 2027.   AHP Disaster READY 2.0 will be implemented in the Solomon Islands, Vanuatu and Fiji by Oxfam, World Vision, CAN DO, CARE, Plan and Save the Children and their local partners.

The Role

Key Responsibilities

  • The Project Managers are responsible for the delivery of Oxfam’s DR2.0 country programs in line with agreed workplans, timelines and budgets in targeted communities and provinces building on results and learnings to date.
  • Act as Budget holder for the DR country program and undertake spending decisions to execute implementation workplan actions in accordance with OIPs Financial Delegation Policy.
  • Supervise and effectively lead program country staff including setting, communicating, and reviewing project outputs, timelines and coordinating annual staff performance reviews.
  • Work closely with local implementing partners including planning, monitoring and reporting progress and results and to foster a positive, strategic relationship with these local actors.
  • Where Oxfam provides funding to local partners, ensure that partner assessments are carried out and that there are clear Partner Working Agreements (PWAs).
  • Ensure regular monitoring of the project including data collection, reporting and providing regular feedback to partners and communities to help guide implementation and impact.
  • Ensure there is a structured gender equality and social inclusion (GESI) approach throughout the project.
  • Prepare six-monthly and annual progress report drafts in close liaison with the AHP Grants Coordinator and OAU in line with Oxfam and DFAT quality standards, timelines and requirements.
  • Work closely with the AHP Finance Officer to ensure regular preparation and monitoring of financial acquittals and reports.
  • Ensure that all project activity reports, partner working agreements, key country meetings and records are uploaded onto Oxfam’s e-filing management systems (eg BOX systems) on a regular basis.

Policy

  • Ensure that all project reporting meets Oxfam and donor policy and contractual requitements on a timely basis.
  • Ensuring budget spend decisions comply with OIP financial delegation policies.
  • Ensure that DR2.0 program risk matrices are in place, reviewed and reported as part of Six Monthly and annual reporting working closely with the AHP Grants Coordinator.
  • Ensure there is a transparent program complaints mechanism working in close collaboration with the Country Coordinator
  • Ensure that good practices of financial and fraud management systems are embedded within preparedness and response program practice and that they comply with Oxfam and donor requirements.
  •  Ensure partner organisation in receipt of grants or sub-grants within this portfolio are supported to develop budgets, maintain accurate financial and administrative records and acquit funds appropriately.
  •  Ensure implementation and compliance with Oxfam’s policies and procedures in the implementation of this project including but not limited to health, safety and security, child safety, child protection and sexual harassment.

Management

Job Requirements

Knowledge & Experience

  • Ideally the candidate will possess a Tertiary qualification related to Humanitarian and Disaster Risk Reduction, Climate Change or International Development, from a recognised institution in a relevant area. Applicants without formal qualifications may be considered if all other criteria are met.
  • 3 or more years of project management experience preferably in the Disaster Humanitarian, climate change or International Development. Ideally, the candidate would have previous experience managing teams although this is not essential.
  • Experience in developing Narrative and Financial reports for donors.
  • Experience working with local communities and partners including managing associated risks
  •  High level written and spoken English is required

Travel

  • Occasional inter islands travel is a requirement of the position.  It is a condition of employment that staff abide by all agency security and safety protocols, policies and procedures and the Oxfam Security Protocol.
